Anything that reduces entropy in the system. The measurement is legal-physical - but the work is human and concrete. PNC circulates between nodes as payment for this work. All of it.
The system does not rank work by prestige or credential. A lawyer codifying a statute and a person clearing an abandoned lot both reduce entropy. Both can be paid in PNC. Both become nodes.
