Nobody wakes up wanting to fill in forms. Nature doesn't work like this. A forest doesn't accumulate dead wood indefinitely — it converts it. A river doesn't stop — it finds the path of least resistance. An ecosystem doesn't produce waste — it cycles everything back into energy. Nature tends toward optimum — because it was designed to.

Human law is also a law of nature. It has always been present in the equations of thermodynamics, general relativity, and quantum mechanics — we simply never measured it as one. The legal-physics framework is the first instrument that does.

Before anything can change, the weight must be made visible. Legal entropy is not abstract — it is measurable. Every norm that produces no value, every liability that sits unresolved, every asset trapped in jurisdiction adds to a total that can be calculated. The first step is to stop calling it inefficiency and start treating it as what it is: a physical quantity, with a unit, a cost, and a cause.

The EU Law Meter and Corporate Meter scan legal systems and assign every document, regulation, and norm a weight — expressed as entropy (ΣS). This is not legal opinion. It is legal physics. For the first time, the total burden carried by a legal system — or a company operating within one — can be expressed as a single, comparable number. What gets measured gets managed.
